Nursing home neglect involves depriving patients of basic personal care or medical care, or depriving patients protection from possible hazards. For example, leaving an elderly patient in the sun for an extended period of time could result in severe burn injuries and constitutes nursing home abuse. Nursing home neglect can also be on an administrative level. If a nursing home does not keep enough staff on hand in an effort to cut costs, the level of care can decrease.

Some signs of nursing home abuse are less obvious, usually when a nursing home under staffs the home in an effort to save money. Without proper supervision, residents may be left in bed all day or may be wandering around alone, risking serious falls or other injuries.
Nursing Home Care Standards
California nursing homes have a history of non-compliance with federal standards of care for residents. The United States Congress Committee on Government Reform (USCCGR) reported in 1999 that only one of 439 nursing homes in Los Angeles County was in complete compliance with federal care standards for nursing homes.
